The Lok Sabha has passed a Bill that amends the Payment and Settlement Systems Act, 2007, giving the government the authority to permit banks and other payment-system operators to levy charges on certain digital payment transactions, including UPI. The move has sparked concerns among users about whether the popular digital payment system could become chargeable in the future.

However, the government has clarified that UPI payments are not becoming chargeable for ordinary users immediately. Person-to-person transactions will continue to remain free, while any future Merchant Discount Rate (MDR) would be considered primarily for specified merchant transactions.

What Does the New Bill Mean?

The amendment changes the existing legal framework governing digital payments. Until now, provisions under the Payment and Settlement Systems Act restricted banks and payment-system providers from imposing charges on certain prescribed electronic modes of payment.

The new legislation gives the government greater flexibility to frame rules allowing charges in specified circumstances. Importantly, the passage of the Bill itself does not mean that every UPI transaction will now attract a fee.

Will UPI Users Have to Pay Charges?

For everyday users, the answer is no, not under the current clarification.

The government has said that person-to-person UPI transfers will continue to be free. This means sending money to family members, friends or other individuals through UPI will not suddenly attract a transaction fee.

The government has also indicated that the vast majority of merchant transactions are expected to remain free, even if an MDR framework is introduced for a limited category in the future.

What Is MDR?

Merchant Discount Rate (MDR) is a fee associated with processing digital payments. It is generally paid within the payment ecosystem rather than being a direct charge imposed on a person sending money.

The proposed framework could allow the government to permit a nominal MDR for certain merchant transactions. The exact categories, rates and conditions would depend on the rules notified by the government.

Therefore, users should not interpret the Lok Sabha's decision as an immediate introduction of a blanket UPI fee.

Why Is the Government Considering Charges?

UPI has become one of India's most widely used digital payment systems, generating enormous transaction volumes. Banks, payment service providers and other participants in the ecosystem incur costs related to technology infrastructure, processing, security and maintaining payment networks.

The government has previously supported the UPI ecosystem through incentive schemes. According to a 2025 government response in Parliament, approximately ₹8,730 crore in incentives had been provided over four financial years to support UPI services.

The proposed legal change could therefore provide greater flexibility in determining how the digital payment ecosystem is funded in the future.

What Changes for Consumers?

For the average UPI user, there is no immediate change.

Consumers can continue using UPI for everyday payments and person-to-person transfers without paying a separate transaction fee. Any future charges would depend on government rules and the categories of transactions covered by them.

The development is nevertheless significant because it changes the legal framework and gives the government the ability to permit charges under specified conditions.

Why the Bill Matters

UPI has played a major role in India's shift toward digital payments. Keeping everyday transactions affordable has been an important factor in its widespread adoption, particularly among small businesses, street vendors and individual users.

The government's clarification that regular users will not be charged is therefore important for preventing confusion following the passage of the Bill.

At the same time, the amendment gives policymakers more options to address the long-term economics of India's digital payments infrastructure.

Conclusion

The Lok Sabha's passage of the Bill does not mean UPI has become a paid service. Ordinary users and person-to-person UPI transfers will continue to remain free under the government's current clarification.

The legislation instead creates a legal framework under which the government may permit charges for specified digital payment transactions in the future. The actual impact on merchants and the payment ecosystem will depend on the rules and rates introduced subsequently.
