SEBI chief Tuhin Kanta Pandey says stakeholder feedback is being assessed as concerns emerge over the Closing Auction Session

The SEBI has been paying close attention to the issues brought up by players in the market concerning the Closing Auction Session (CAS). This is after the chairman of the institution Tuhin Kanta Pandey indicated that the regulator is going to give its take on the issue in the coming days. The remarks have been made in the context of increasing discussions on the effect of the process on market participation and trade outcomes.During his comments on August 17, Pandey indicated that SEBI has been consulting various parties with the aim of understanding the difficulties in the process.

What Is the Closing Auction Session?

A CAS is being used as a replacement for the former process in which the closing price was determined through the average price of all trades taking place in the last 30 minutes of trading. Through such an approach, it is hoped that a more equitable and transparent closing price can be obtained through greater efficiency in executions especially of large institutional trades.Regulators view this process as one that makes the market practices in India consistent with those in other parts of the world and improves price discovery.

Concerns Raised by Market Participants

Although the CAS model has advantages, there have been complaints against the mechanism from certain segments of the market. The implementation of the new model has led to low participation and trading losses among some users of the mechanism. Portfolio Management Services (PMS) organizations and other stakeholders in the market have raised issues relating to the trade execution and liquidity effects of the mechanism. This has led to demands for the review of the new model in order to resolve any problems.

SEBI Consulting Stakeholders

"Pandey pointed out that SEBI is currently working with market players to pinpoint certain problems, especially in the PMS space. He went on to add that SEBI is studying the feedback received from industry representatives and analyzing the areas that require improvements. We will be focusing on identifying problems in the PMS space for CAS," said Pandey."The meetings of SEBI are currently under way with market intermediaries like exchanges, institutional investors, brokers, and asset managers to understand the matter comprehensively before taking a final call.

CAS Likely to Continue With Improvements

Even with the current worries being raised, Pandey made it clear that the CAS would still be an integral component of the market architecture in India. According to him, what will be at stake will be efforts to increase participation and solve problems rather than un-doing the reform.Market analysts hold that any changes being brought about by SEBI will boost the confidence of the investors and make the closing auction session more effective. As negotiations go on, the stance of the regulator on the future of the Closing Auction Session will be eagerly awaited.
