Salary Hike After 16 Years for Delhi Disaster Staff
New Delhi: The Delhi Government has announced a long-awaited salary hike for personnel working under the Delhi State Disaster Management Authority (DSDMA), marking the first revision in their remuneration since 2009. The decision, approved by the Rekha Gupta-led government, provides an increase of up to 100% for disaster management staff after a gap of 16 years.
Chief Minister Rekha Gupta said the move is aimed at ensuring fair compensation for project officers, district project officers and project coordinators who have played a crucial role in strengthening Delhi's disaster management system despite receiving no salary revision for over a decade and a half.
These positions were created in 2009 with the support of the United Nations Development Programme (UNDP). Since then, project officers and district project officers have been receiving a monthly remuneration of ₹25,000, while project coordinators have been paid ₹20,000 without any increase.
Unlike regular government employees, these disaster management personnel were not linked to any official pay structure. As a result, they did not receive periodic salary revisions or Dearness Allowance (DA), even as inflation increased and their responsibilities expanded significantly.
The Delhi Government stated that the revised remuneration structure provides an increase of up to 100%, ensuring that salaries now better reflect the staff's technical expertise, experience and growing responsibilities. Officials clarified that the decision is not an ex gratia benefit but a step towards establishing a fair and competitive remuneration system.
Disaster management personnel perform key statutory duties under the Disaster Management Act, 2005. Their responsibilities include preparing district disaster management plans, conducting scientific risk assessments, identifying vulnerable areas, developing risk mitigation strategies, coordinating emergency response efforts and managing Emergency Operation Centres (EOCs).
They also work closely with agencies such as the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), Fire Services, Delhi Police and the Health Department during emergencies. In addition, they organise training programmes, conduct mock drills and help strengthen disaster preparedness across the national capital.
The Delhi Government believes the salary revision will improve employee morale, recognise the contribution of disaster management personnel and further strengthen Delhi's emergency response system.
