New Delhi: In a major push towards strengthening India's energy security and reducing dependence on imported crude oil and natural gas, the Union Cabinet has approved the ambitious 'Samudra Manthan' National Offshore Exploration Scheme with a total outlay of ₹84,084 crore. The large-scale initiative aims to accelerate offshore oil and gas exploration, particularly in deepwater and ultra-deepwater regions, while attracting significant domestic and global investments into India's energy sector.
The scheme, approved under the leadership of Prime Minister Narendra Modi, will be implemented over the next five years by the Ministry of Petroleum and Natural Gas. It seeks to unlock India's untapped offshore hydrocarbon potential through extensive seismic surveys, exploratory drilling, advanced geological mapping, and the creation of common offshore infrastructure.
India currently imports a substantial share of its crude oil and natural gas requirements, making the country vulnerable to fluctuations in global energy prices and geopolitical tensions. The government believes that expanding domestic exploration will help reduce import dependence, improve energy resilience, and contribute to long-term economic stability.
A major focus of the Samudra Manthan scheme will be the exploration of deepwater and ultra-deepwater offshore basins, areas that require advanced technology and significant financial investment. The programme also places strong emphasis on technological innovation and digital capabilities. Industry experts believe the Cabinet's decision could transform India's offshore energy landscape by creating fresh investment opportunities and generating employment across exploration, engineering, logistics, marine services, and technology sectors. The initiative is also expected to support the government's broader vision of Atmanirbhar Bharat by increasing domestic energy production and reducing dependence on imported hydrocarbons.
The approval comes amid continuing uncertainty in international energy markets, where geopolitical developments have highlighted the importance of strengthening domestic energy resources. By expanding offshore exploration, India aims to ensure a more secure and diversified energy supply for its growing economy while protecting itself from external supply disruptions.
Officials believe the Samudra Manthan scheme will also encourage international energy companies with expertise in deepwater exploration to collaborate with Indian firms. Their participation could bring advanced technologies, technical knowledge, and global best practices to India's offshore exploration programme, further accelerating resource discovery and development.
With the approval of the ₹84,084-crore Samudra Manthan scheme, the government has taken one of its biggest steps yet toward expanding domestic oil and gas exploration.
