12-Hour Work Shifts for Employees in Sanand Semiconductor Unit of Micron, Allowed in Gujarat

The government of Gujarat has sanctioned a 12-hour shift system for the upcoming semiconductor unit of Micron Semiconductor Technology India Pvt. Ltd., in Sanand. The sanction has been given keeping in mind the need to increase the operational efficiency in the manufacture of semiconductors without violating any rules regarding employees' working hours.As per the sanctioned system, employees can work long hours, but their working hours will be limited to 48 hours in a week only. As a result, the employees might be able to complete their week in just four days and take a break of three days each week.It is seen as an important move in favor of the semiconductor industry of India and Gujarat in particular.

Why Are 12-Hour Shifts Necessary in Semiconductors Production?

In contrast to typical factories, semiconductor plants work in highly regulated environments called cleanrooms. The chip manufacturing and testing processes need precision, stability and machine work without stoppage.The frequent change of shifts can interrupt the process and also lead to increased movement of workers in the cleanrooms. According to professionals in the industry, decreasing the number of shift changes will facilitate improving efficiency and working more efficiently of expensive machinery.Extended shifts are commonly used by many semiconductor plants throughout the world. Extended shifts decrease interruptions, improve machine efficiency and also help to ensure the necessary conditions of the environment required for manufacturing chips.The approval of the government of Gujarat is justified by these specific needs of the industry.

Does Not Apply to All Factories in Gujarat

The government has made it clear that just because of the approval, every factory in Gujarat would be entitled to have 12-hour shifts.Those who wish to follow the same policy need to get permission from the government first. Factories would be unable to implement the 12-hour shift system without the government's permission.It should be noted that the reason for giving permission to Micron was its special requirements of the semiconductor business and not any changes in the labor policy.

Employee Safeguarding Measures that Have been Adopted

In order to protect the interests of the employees, the government of Gujarat has set forth a number of conditions for getting the approval.The employees can only be put in 12 hour shifts in case of voluntary written consent of theirs. This cannot be done forcefully to them.Furthermore, the total working hours in a week cannot be more than 48 hours. Moreover, the company will have to keep separate records of those employees who work in extended shifts.

Micron's Sanand Plant Among Significant Projects

Micron's Sanand semiconductor plant is among the most significant projects that have been initiated as part of India's semiconductor manufacturing initiative. Gujarat has become a preferred location for semiconductor investments, and the Micron plant is going to be a very significant part of the technology ecosystem in India.During its initial phase, the plant is going to consist of over 500,000 square feet of cleanroom space. Assembly and testing activities at the plant are likely to commence by 2026.The plant is estimated to manufacture millions of semiconductor chips, with possible future expansion making the annual production capability reach hundreds of millions.

Improvement in Investment and Employment

The Gujarat government has made this move keeping some economic factors in mind such as investments, job creation, and ease of doing business.As per the Gujarat state government, there would be six large-scale investments coming up in India under India Semiconductor Mission, which could attract investments worth about ₹1.40 lakh crore.These investments can create job opportunities worth around 50,000 directly and indirectly.The state government officials have said that granting flexibility to some strategic sectors such as semiconductors will allow India to improve its status in the international electronics chain of supply.However, despite the increase in working hours, the government believes that measures such as voluntary and weekly 48 hours will safeguard the interests of workers.
