Bihar Government Issues New Rules for MLA-MP Calls

Officers must promptly respond to calls from elected representatives and call back if they miss them

Bihar Government : The state government of Bihar has framed some new guidelines for the government officers on the subject of communication, protocol and courtesy for Members of Legislative Assembly (MLAs), Members of Parliament (MPs) and other elected representatives. As per the new guidelines, the government officers have been directed to reply immediately if any MLA/MP calls them up. If the government officer cannot receive the call of an MLA/MP owing to any particular reason, then he/she will be required to call back immediately. It can be said that the new guidelines have laid much stress on the need for observing the protocol and proper communication between government officers and the elected representatives.

Protocol Instructions Issued by Bihar State Government

The government’s General Administration Department (GAD) has instructed its officers in the state to adhere to the prescribed protocol and exercise proper decorum while dealing with representatives of the people. The Secretary of GAD, Mohammad Sohail, has written to the Additional Chief Secretaries, Principal Secretaries and Secretaries of different departments. The instructions have also been communicated to the Director General of Police, Divisional Commissioners and District Magistrates. It is expected that the department will pay due respect to the status and dignity of the elected representatives while dealing with their phone calls, letters and office visits.

Officers Are Expected to Answer to the Calls of MLA/MPs

Among the key aspects highlighted in the guideline is the issue of answering calls made by the MLAs and MPs.The officials are required to attend to any calls received from the legislators immediately. In the event of the official being unable to attend to the call due to a unique situation, the official should reach out to the MLA/MP as soon as possible. The objective of this guideline is to ensure that there is no delay in communication between the two parties as a result of a missed call.The responsibility for ensuring proper communication lies on the officers.

Action Needed on Letters from MLAs

The government of Bihar has also issued directions in relation to letters received from MLAs. The officials are required to respond immediately upon receiving correspondence from an MLA. This includes communicating information relating to action taken in regard to the matter or its present status. What this means is that the letters sent by the representatives should not just keep pending without any further communication. The matter’s progress needs to be communicated to the concerned representative. The instructions have been issued with the objective of increasing coordination between legislators and government departments in relation to matters raised from various constituencies.

Respectful Treatment During Office Visits

The other guideline concerns the treatment of elected representatives during their office visits. When any MLA, MLC or MP comes to an office for doing official business, the officer shall extend suitable courtesy and protocol as per the status of the representative. It has been made clear that the officials should maintain respect during such interactions. It is important to note that the government considers the elected representatives as a vital connection between the people and the administrative system. It is because of this reason that etiquette during such interactions has become a key part of the guidelines

New Directions Resulting from Meeting Held on July 17

This communication has come up after a meeting that was conducted by the Speaker of the Bihar Legislative Assembly with the senior officials on July 17, 2026. In this meeting, it was deliberated on how the protocol and courtesy should be observed to the MLAs. Directions were then sought in respect of following the protocol. After this, the General Administration Department directed senior officials of Bihar.

Applicability of the Instructions

These instructions apply to officials from different departments within the State administration. Police personnel, Divisional Commissioners, District Magistrates and other government officials are expected to adhere to these instructions very strictly.

The Bihar government is of the opinion that elected representatives must be accorded appropriate respect and courtesy in their dealings with government officials. The purpose of these instructions is to bring about better communication between elected representatives and government officials. Immediate response to phone calls, regular follow-up with regard to letters and proper conduct when visiting the office are some of the ways in which coordination between the two can be made better.

In the case of MLAs and MPs, who usually deal with constituency issues, it may become necessary for them to interact with government officials. That is why the Bihar government has laid down new guidelines with respect to responsiveness, communication and protocol in dealing with elected representatives.
